Joseph L. Berk is the President/Owner of MasterSpec, Inc.  He established the Company in 1994 and performs over 500 inspections a year on new and existing homes, custom homes in all stages of construction, commercial properties, and provides general construction consulting to individuals.  He is a court accepted Expert Witness for construction defect issues and an Accepted Expert Witness by the American Arbitration Association.

Employment Experience:

1994 to Present - President/Owner of MasterSpec, Inc. Home Inspection Service

1989 to 1992 - Performed Construction Draw Inspections for North Carolina National Bank for private individuals.

1964 to 1995 - President/Owner of Berk Construction Company, Inc.  Designed and build Custom and Speculative single family homes in Subdivisions and on privately owned sites in Baltimore and Harford Counties; served as both consultant and designer for a full range of both residential and commercial remodeling projects.

 

Industry Related Positions:

2016 to Present - Appointed by Governor Hogan to serve on the State Commission of Real Estate Appraisers, Appraisal Management Companies and Home Inspectors

2009 to 2014 - Served on the Board of Directors of the Greater Baltimore Chapter of the American Society of Home Inspectors (GBASHI)

1988 to 1990 - Served as Chairman of the Certified Master Builder Committee of the Home Builders Association of Maryland, the goal of which was to establish a high level of professionalism for the home building industry by stipulating criteria and levels of performance which must be achieved by a Builder in order to qualify as a Certified Master Builder.

Served as a Life Director of the Boards of the National Association of Home Builders and the Home Builders Association of Maryland

1985 to 1987 - Served as the National Representative for the State of Maryland to the National Association of Home Builders

1984 to 1985 - Served as President of the Home Builders Association of Maryland

1979 to 1982 - Served as President of the Home Owners Warranty Council of Maryland
